I'm not sure how much work was completed on Rikako, but if her sprite-work and animations weren't completed for all her moves, that might require a huge amount of effort to finish, and probably the direct involvement of the original creator. The addition of completely new characters would require work that is orders of magnitude greater than what has been done in the existing DLC. Most of what was needed was just the integration of Hilda as a playable character, and a couple of new environment backgrounds, music tracks, and other minor additions. The Hilda and Lilith DLC didn't require updates from the original developer though, since the character sprites, animations and move sets were already in the game.
